Arcadia Honors 30 Year Servant

Congratulations & God Bless You For 30 Years Of Dedicated Service

On March 10, 1980 it was an ‘O Happy Day’ for Louria Dell Jefferson who was hired as the Town of Arcadia’s first Black office employee.  In her 30 years of experiences working with the Town of Arcadia, her most memorable moment was that very first day, and she described it as “scary” because she had ventured into uncharted territory and unknowingly at that time turned out to be a pioneer.

At that time, aside from the Bienville Parish Courthouse, even after the life-changing push for equality that originated in the South back in the late 1950’s & ’60’s– as late as 1980 Arcadia, LA was the first municipality in the area to integrate Blacks into an all-White workforce.

The Arcadia Mayor at that time hired Jefferson as a tax clerk shortly after the town initiated the first collection of sales taxes, and the sales tax rate at that time was just 1%.  Native born and raised in Arcadia, Jefferson recalls “being treated very well at that time” and has fond memories of then Mayor Ray Dean Smith who is now deceased, the Water Clerk Louis Meeks and many others.

On March 10, 2010 the Town of Arcadia honored Ms. Louria Dell Jefferson at the noon hour with an employee luncheon fish fry and brief ceremony.  She was presented with a commemorative plaque and bouquet of beautiful flowers by former Arcadia Mayor Ray Dean Smith’s brother, the current Arcadia Mayor Eugene Smith.

Smith expressed many nice words about Jefferson’s long and dedicated service, briefly acknowledged other long standing employees that were present and closed his comments by saying “It’s good to have dedicated employees like Louria Dell.  If Ray Dean were here, he would be proud of you.”

After much insistence for a speech, Ms. Louria Dell approached the podium with a beaming smile that out-shined the beautiful bouquet of flowers she held and expressed her heartfelt thanks for everybody’s attendance and the kindness showed towards her.

In 30 years time, she has seen the administration change from Mayors Ray Dean Smith to Peggy Gantt to Eugene Smith, and she said one of the many happy experiences she had was when the municipal staff moved from the old town hall building to the current one back in 1989 or so.

“Working here has been my life” said Jefferson.

She closed her comments by saying “I’m so thankful that God saw fit for someone here to hire me.”

Teens Paid To Learn Workforce Preparation

The LSU AgCenter’s Bienville Parish Extension Office located in Arcadia, LA offers the only workforce training for teens throughout the entire LSU System, and every summer teens actually get paid minimum wage to learn workforce preparation skills! The LSU AgCenter is a statewide campus of the Louisiana State University System and provides equal opportunities in programs and employment.

Called Jurors Empowering Teens, (J.E.T.) the six-week program is a joint venture between the LSU AgCenter and the Beinville Parish Police Jury.  The program not only provides first time employment experience, but also focused on the development of financial management skills and workforce ethics.

During two weeks of the program, the young people are in a classroom setting, learning about workforce preparation, financial management, and character education.  Four weeks are spent in the workplace learning about a variety of careers.

This program is an example of how the LSU AgCenter is working with it’s partners in communities across the state to increase workforce literacy.  The suggested audiences are High School Youth in Bienville Parish ages 16 and older.  The program may be offered in other parishes where funding is available.

There is an application and interview process to participate, as a limited number of teens are selected for the program.  Last year (2009) 21 slots for students were made available, but only 18 students applied.  Applications for the 2010 J.E.T. summer session will be made available in mid to late April.  For more information, call the Bienville Parish Extension Office at 318.263.7400

Grambling Health Seminar Re-Scheduled

The free “Grambling Health Seminar Like No Other” featuring TV show host and author Doug Kaufmann of “KNOW THE CAUSE” (www.knowthecause.com) and his team of scientists including Cardiac Pharmacologist and physician, Roby Mitchell, PhD, MD and General Practitioner, Lynn Jennings, MD has been re-scheduled from 4/10 to 9:30 a.m. Saturday April 24th 2010.

Survive And Thrive ANYWAY!

If you believe that God is the ultimate healer, and that He designed our bodies to heal themselves, then you will want to check out the page found in The Fount’s Health & Nutrition Section entitled: Thrive And Survive ANYWAY!

Become A Master Gardener!!

The Louisiana Master Gardener Program is a service and educational activity offered by the Louisiana Cooperative Extension Service.  The program is designed to recruit and train volunteers to help meet the educational needs of home gardeners while providing an enjoyable and worthwhile service experience for volunteers.

Experienced and beginning gardeners seeking up-to-date horticultural information can advance their gardening expertise and gain self-satisfaction through volunteer efforts. Classes will begin on March 2nd and conclude on May 25th each Tuesday from 5:30 p.m. to 8:30 p.m. at Lomax Hall on Louisiana Tech Campus.

Individuals interested in becoming a master gardener should call the Lincoln Parish Cooperative Extension Office, a branch of the LSU AgCenter, at 251-5134, log on to www.lsuagcenter.com/lincoln or stop by 201 N. Vienna St. in Ruston, LA to pick up an application.  Applications will be taken until the class is filled.

Arcadia’s On The Move!

The word “arcadia” means idyllic contentment, but several citizens of Arcadia, LA gathered at city hall on the evening of October 27, 2009 with high hopes of continuing to make their fine town an even better place to live.

In the first of several scheduled Town Hall meetings, several officials and volunteers are making sure no grass grows under their feet as they seek to shape and mold Arcadia for the better during a very opportunistic era.

After welcoming the attendees and an opening prayer by Rev. Dill, Arcadia Mayor Eugene Smith began the meeting in a very upbeat tone, and his excitement could be felt throughout the hall.  The State of Louisiana’s Economic Development Department recently selected Arcadia as 1 of 12 municipalities to receive an assessment of the best ways to improve quality of living standards, and the citizens of Arcadia are in good position to have a positive impact that would last for generations.

Mayor Smith provided a brief update of recent economic developments including a new $3 million dollar community civic center to be located just south of the Willow Ridge Nursing Home, a new wood shaving mill, new feed mill, salt production plant and a Holiday Inn Express next to the Arcadia Mall.

Arcadia Town Attorney Patrick Jefferson buttressed the mayor’s enthusiasm by saying “We want the rest of the state and the nation to appreciate what we have by building an Arcadia that our children and grandchildren will be proud of.”  Jefferson, who also serves as a local Police Juror reminded Town Hall attendees “As Arcadia goes, so goes Bienville Parish.”

Collectively, both Smith and Jefferson praised the new growth of Arcadia and stated that Arcadia is not trying to be a Shreveport or a Monroe, but the effort is to enhance the best qualities which are already found here.  The question was asked “How should Arcadia be shaped and grow?”

Arcadians now have a unique say in the matter, as a formal Community Assessment Stakeholder Survey and a Community Assessment Business Owner/Management Survey were made available for Arcadians to grade the quality of life based on their perceptions of Arcadia and surrounding areas.  Attorney Jefferson said “Strategic planning can’t be effective without the citizens as stake holders in this matter.”

Mayor Smith reiterated by saying these assessment surveys are very necessary and serve as a starting place to inform Louisiana Economic Development of Arcadia’s strengths, weaknesses, opportunities and threats.  Arcadia’s new Economic Developer Jan Sims stated that an analysis of these surveys will be forwarded to the state.

As the meeting began to wind down, Mayor Smith praised all those who attended and stated that he wished Arcadia’s Town Council meetings had these kinds of numbers, because the citizens of Arcadia need to see what decisions are being made about their town and have a say in those decisions.

Other developments in the Town of Arcadia include receiving a $676,000 grant to redo all the lift stations in Arcadia, and a $100,000 grant from the economic stimulus to improve roads.  Among many other benefits Arcadians enjoy, he also stated that Arcadia is completely debt free.

Mayor Smith was especially proud of the fact that Arcadia has a very good tax rate of 5.85 mills and that the property tax revenue has increased from $65,000 annually to $100,000 since his administration began because of new residents and new businesses coming to Arcadia. He ended the meeting by thanking everyone for coming out, and he asked for everyone to fill out the community assessment surveys, and to encourage other Arcadians to fill them out as well.

Other elected officials present: Bienville Parish School Board Member Danny Lowe, Arcadia Town Council Members Maggie Roberson, Mattie Harris and Doretha Nelson.  The next Arcadia Town Hall Meeting is scheduled at 6:00 p.m. on November 17, 2009 at the newly refurbished Willie Abney Center.
